Concerns related to stormwater management were turned into positive collaboration when residents were engaged face-to-face through planning walks. Sweco\u2019s experts listened to residents\u2019 wishes regarding both stormwater solutions and improvements to traffic safety.<\/p>\n<\/div>\n\t\t<\/div>\n\t<\/div>\n<\/div>\n<\/section>\n\n\n<section class=\"block block--white columns\" >\n\t<div class=\"block__inner columns__inner\">\n\t\t<div class=\"col--11 col--wrapper col--stretch\">\n\t\t\t\n\t\t\t\t\t\t\t<div class=\"columns__col col col--6\">\n\t\t\t\t\t<div class=\"editor-content columns__content columns__content--\">\n\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<div class=\"columns__col col col--6\">\n\t\t\t\t\t<div class=\"editor-content columns__content columns__content--\">\n\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\n\t\t<\/div>\n\t<\/div>\n<\/section>\n\n\n<section class=\"block cb block--white\" >\n\t<div class=\"block__inner cb__inner cb__inner--one\">\n\t<div class=\"col--12 col--center col--wrapper\">\n\t\t<div class=\"col col--6 editor-content\">\n\t\t\t<p>&nbsp;<\/p>\n<div>\n<h2 id=\"a-large-scale-redevelopment-addresses-flooding-issues-and-strengthens-stormwater\">A large-scale redevelopment addresses flooding issues and strengthens stormwater management in L\u00e4nsi-Pakila<\/h2>\n<p>The City of Helsinki\u2019s <a href=\"https:\/\/www.hel.fi\/en\/decision-making\/city-organisation\/divisions\/urban-environment-division\">Urban Environment Division<\/a> (KYMP) and <a href=\"https:\/\/www.hsy.fi\/en\/\">Helsinki Region Environmental Services<\/a> (HSY) are simultaneously developing street and traffic systems, water services, and stormwater management as part of the L\u00e4nsi-Pakila redevelopment.<\/p>\n<p>\u201cThe main reason for the extensive redevelopment in L\u00e4nsi-Pakila is the flooding problems that have persisted for nearly a decade, causing repeated damage and raising concerns about safety in the area,\u201d says <strong>Janika Niemi,<\/strong> Project Manager at <strong>the City of Helsinki<\/strong>. According to her, residents\u2019 concerns were fully justified. \u201cOnce the scale of the problem became clear, it was evident that the project could not be implemented as a conventional redevelopment.\u201d<\/p>\n<p>What began as a stormwater project for just a couple of streets quickly expanded into a multidisciplinary <a href=\"https:\/\/www.sweco.fi\/en\/sustainable-urban-development-resilience-of-the-built-environment-on-natures-terms\/\">sustainable urban development<\/a> project. In the end, more than 50 Sweco experts were involved, covering areas ranging from <a href=\"https:\/\/www.sweco.fi\/en\/services\/infrastructure-and-traffic\/\">traffic engineering<\/a> and water services to street design and project management.<\/p>\n<p>\u201cI was surprised at how quickly Sweco was able to respond when the project expanded significantly,\u201d Niemi says. She describes the collaboration as smooth, as everyone was working toward the same goal. \u201cSweco\u2019s experts were fully committed to the project and understood the importance of the issues at stake.\u201d<\/p>\n<p>The planning process took into account a wide range of perspectives, from natural environments to the circulation and reuse of soil masses. In addition, a large amount of technical infrastructure had to be fitted into a very limited street space.<\/p>\n<p>\u201cFor example, in water services alone, an exceptionally large number of property connections for potable water, wastewater, and stormwater had to be designed,\u201d says<strong> Erika M\u00e4isti\u2011H\u00e4m\u00e4l\u00e4inen,<\/strong> Project Manager at Sweco.<\/p>\n<h2 id=\"resident-oriented-stormwater-planning\">Resident-oriented stormwater planning<\/h2>\n<p>The layered development of the residential area presents challenges such as an insufficient stormwater sewer network and complex terrain conditions. Located in a low-lying area, it is difficult to find effective overland flood routes, which makes stormwater management in L\u00e4nsi-Pakila particularly demanding.<\/p>\n<p>\u201cMany property access roads are also below street level, and the groundwater level is high in relation to building basements,\u201d explains <strong>Salla Hostikka<\/strong>, Stormwater Expert at Sweco.<\/p>\n<p>Because stormwater problems had persisted in the area for a long time, residents\u2019 trust in the city and stormwater planners had weakened. Therefore, active <a href=\"https:\/\/www.sweco.fi\/en\/project-communication\/\">communication with residents<\/a> was essential to rebuilding trust and guiding the planning in the right direction from the very beginning.<\/p>\n<p>\u201cPeople who have lived in the area for a long time know exactly how floodwaters behave on the streets and how traffic flows between them. That kind of information is not available on our maps,\u201d Niemi emphasizes.<\/p>\n<\/div>\n\t\t<\/div>\n\t<\/div>\n<\/div>\n<\/section>\n\n\n<section class=\"block block--white columns\" >\n\t<div class=\"block__inner columns__inner\">\n\t\t<div class=\"col--11 col--wrapper col--stretch\">\n\t\t\t\n\t\t\t\t\t\t\t<div class=\"columns__col col col--6\">\n\t\t\t\t\t<div class=\"editor-content columns__content columns__content--content\">\n\t\t\t\t\t\t<h3 id=\"problem-locations-for-stormwater-were-reviewed-together-during-planning-walks\"><\/h3>\n<div>\n<h3>Problem locations for stormwater were reviewed together during planning walks<\/h3>\n<p>Resident engagement included two public meetings, first during the street design phase and then during the construction design phase. However, the most important method of engagement was the planning walks conceptualized by Sweco, which the client adopted with an open mind and enthusiasm.<\/p>\n<p>\u201cDuring the walks, we met residents face-to-face and, instead of making assumptions, were able to directly ask what they wanted,\u201d says <strong>Jani P\u00e4iv\u00e4nen<\/strong>, Interaction Specialist at Sweco. The joint walks ensured that planners understood what changes residents were seeking in stormwater management, traffic arrangements, and green infrastructure.<\/p>\n<p>The walks were followed by an online survey where residents could comment on the plans. M\u00e4isti\u2011H\u00e4m\u00e4l\u00e4inen notes that she has never led a project with such extensive resident collaboration\u2014and it paid off.<\/p>\n<p>\u201cThe information gathered through different channels was highly consistent and reinforced the same message. Niemi is grateful for the support provided by Sweco\u2019s experts.<\/p>\n<\/div>\n<div>&#8220;Sweco had the time and resources to manage resident communication during the months of high message volumes\u2014something I couldn\u2019t have handled alone. It was important that we remained accessible and responded quickly to residents\u2019 questions.&#8221;<\/div>\n<div><\/div>\n<p>Close communication paid off, and the tone of the messages began to change. Residents also started sending messages of thanks, reflecting their appreciation that action was finally being taken.<\/p>\n<p>\u201cResidents appreciated that there was finally a team involved that truly understood their situation,\u201d Niemi says. \u201cMany hope that this approach could be applied to all city projects, and I personally intend to make planning walks a part of my future projects.\u201d<\/p>\n<\/div>\n\t\t<\/div>\n\t<\/div>\n<\/div>\n<\/section>\n\n\n<section class=\"block block--lightgray columns\" >\n\t<div class=\"block__inner columns__inner\">\n\t\t<div class=\"col--11 col--wrapper col--stretch\">\n\t\t\t\n\t\t\t\t\t\t\t<div class=\"columns__col col col--12\">\n\t\t\t\t\t<div class=\"editor-content columns__content columns__content--content\">\n\t\t\t\t\t\t<h3 id=\"how-can-traffic-safety-in-lansi-pakila-be-improved\"><\/h3>\n<div>\n<h3>How can traffic safety in L\u00e4nsi-Pakila be improved?<\/h3>\n<p>Traffic management will address intersections perceived as unsafe by, among other measures, improving visibility and restricting parking.<\/p>\n<p>Safe pedestrian crossing points will be reorganized.<\/p>\n<p>Driving speeds will be reduced in line with residents\u2019 wishes, primarily through traffic calming measures (such as speed bumps) rather than by narrowing streets.<\/p>\n<p>Street greenery design will focus on a limited number of low-maintenance plantings, as residents see their own lush private yards as the most important factor for comfort and well-being.<\/p>\n<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\n\t\t<\/div>\n\t<\/div>\n<\/section>\n\n\n<section class=\"block cb block--white\" >\n\t<div class=\"block__inner cb__inner cb__inner--one\">\n\t<div class=\"col--12 col--center col--wrapper\">\n\t\t<div class=\"col col--6 editor-content\">\n\t\t\t<h2 id=\"stormwater-planning-continues-in-the-lansi-pakila-area-along-pakilantie-and-haag\"><\/h2>\n<div>\n<h2>Stormwater planning continues in the L\u00e4nsi-Pakila area along Pakilantie and Haaganpuro<\/h2>\n<p>Sweco will continue from the L\u00e4nsi-Pakila area renovation planning directly into related projects, including street and infrastructure design for Pakilantie and park and stormwater planning for the Haaganpuro area. Continuity is essential, as stormwater from a wide area in Pakila is collected and conveyed into Haaganpuro.<\/p>\n<p>\u201cIn demanding stormwater planning, in addition to hydraulic flow modelling, environmental objectives are emphasized, such as protecting habitats of flying squirrels and brown trout,\u201d says Hostikka.<\/p>\n<p>Joint site walks will be repeated along Pakilantie, and 360-degree photographs and drone videos of the area will also be produced. These will allow residents to explore the site virtually as well.<\/p>\n<p>\u201cWe want to help residents understand in every possible way what is happening in their own neighborhood,\u201d says P\u00e4iv\u00e4nen. \u201cThat way, changes that may initially feel intimidating can become a positive, collaborative effort.\u201d<\/p>\n<p>For Janika Niemi, continuing with Sweco was an obvious choice. The expert team familiar to residents will largely remain the same, and their in-depth knowledge of the area will carry over into the follow-up projects.<\/p>\n<p>\u201cThe area is already well in the hands of Sweco\u2019s designers.
