Sweco supporting land use planning in Liminka’s solar power projects

October 9, 2025

The construction of one of Finland’s largest solar power parks will begin this autumn in Liminka. More than 100,000 solar panels are planned for the park on an area of 90 hectares. Sweco was responsible for the planning of electricity distribution in the area, naturesurveys, impact assessments, and tasks in the permit and building permit phase, as well as interaction, such as dialogue between the authorities and landowners. The power plant will be built by the Norwegian company Endra AS. Sweco is also involved in the planning of another 72-hectare solar power park in the nearby area.

“Sweco’s role in the Liminka solar power projects has been comprehensive: we have coordinated planning and dialogue between different stakeholders, ensuring that the project progresses smoothly and with local knowledge. In renewable energy projects, we combine technical expertise, strong land use expertise, local cooperation and responsible implementation, which brings significant added value to the projects,” says Leena Pehkonen, Project Manager and Land Use Team Leader at Sweco.
