  1. The climate assessment is mandatory for all new buildings, except for detached houses. 
  1. The climate assessment does not apply to renovation projects. The assessment shall be drawn up for the final inspection of the building; It does not need to be presented at the building permit stage. 
  1. For large buildings (over 1000 m²), a binding carbon footprint calculation is required. Certain buildings must reach a certain level of carbon footprint (e.g. offices, apartment buildings, educational buildings, sports halls). A low-carbon assessment method and a national emissions database have been developed for reporting. 
  1. A list of building products is a list of products and materials used in construction. It is drawn up for the building permit and updated in connection with the final inspection.

The update of the Energy Performance of Buildings Directive will introduce stricter requirements, especially for older buildings. Sweco helps you meet these requirements efficiently and smoothly in sustainable construction 

  • The aim is to improve the energy efficiency of the least energy-efficient buildings in the building stock by at least 16% by 2030 and 26% by 2033. 
  • New construction must reach the level of zero-emission buildings by 2030, and fossil heating systems must be phased out by 2040. 
  • The requirements for solar panels and automation systems are also tightens: new buildings (excluding residential buildings) must include solar panels if its size exceeds 250 m² and it will be built by the end of 2026. In buildings over 500 m², panel installation will be mandatory during renovations and renovations from 2027 onwards.

Energy efficiency requirements for the real estate sector

  3. At least class A of the energy certificate OR belonging to the most energy-efficient building stock 15%. 
  4. Buildings completed after 31.12.2020: 
  5. Primary energy consumption at least 10% of the level of zero-energy construction. 
  6. The energy efficiency of large non-residential buildings should be monitored regularly. 
  7. Construction of new buildings
  8. Primary energy consumption must be 10% below the level of zero-energy construction. 
  9. The airtightness of large buildings shall be tested and any deviations shall be reported. 
  10. Life cycle emissions must be calculated and taken into account in construction. 
  11. Renovation of existing buildings
  12. For large-scale renovations, energy efficiency needs to be improved by at least 30%, reducing primary energy consumption.
