Implementation phase of the Vantaa light rail begins: Sweco, Afry and WSP to continue planning eastern section

Nov 27, 2025

The Vantaa City Council has approved the revised project plan for the Vantaa light rail, and the implementation phase will begin on 1 December 2025. A consortium consisting of Sweco, AFRY, and WSP will continue planning during the implementation phase for the eastern section between Kuninkaala and Mellunmäki.

The implementation agreement was signed by the clients, contractors and design partners. The clients are the City of Vantaa, Helsinki Region Environmental Services Authority (HSY) and Pääkaupunkiseudun Kaupunkiliikenne Oy (Metropolitan Area Transport Ltd). The contractors for the eastern section are GRK Suomi Oy and Kreate Oy.

The alliance will design and deliver Vantaa’s first light rail line. The project is divided into western and eastern sections. In the eastern section, AFRY, WSP and Sweco are responsible for planning related to the light rail, streets, bridges, municipal engineering and the environment, as well as for commissioning preparations.

Ongoing collaboration continues

The consortium has worked closely with the clients and contractors since the development phase, drawing on broad design expertise and experience from major urban development and light rail projects.

“The implementation phase highlights our team’s extensive design expertise. Through close cooperation we have built a strong foundation for delivering the project. We have developed solutions that protect the valuable groundwater areas in Hakunila and Fazerila. In the implementation phase we will continue to consider environmental values and biodiversity — construction will be limited to a narrow corridor, helping maintain movement for people and wildlife for decades to come,” says Juho Siipo, Division Director, Infrastructure and Transportation.

Vantaa light rail in brief
The Vantaa light rail is the city’s first light rail system, making Vantaa the fourth tram/light-rail city in Finland. The 19-kilometre east–west connection runs from Mellunmäki metro station via Hakunila, Tikkurila and Aviapolis to Helsinki Airport. The light rail will largely be built within the existing street network, and street areas will be comprehensively upgraded in connection with the project.

The aim is to provide homes for 60,000 new residents and create 30,000 new jobs along the route by 2050. Construction is scheduled to begin in 2025 and passenger service is planned to start in 2029.
