Sweco organises a climate adaptation seminar series for the Nordic Council of Ministers

The Nordic Climate Adaptation Programme (NCAP) 2025–2027, funded by the Nordic Council of Ministers, aims to strengthen climate change adaptation across the Nordic region by fostering cooperation, enhancing knowledge exchange and supporting strategic policy development. The programme contributes to the Nordic countries’ shared ambition of building a climate‑resilient and sustainable Nordic region by 2030.

As part of this effort, Sweco is responsible for organising and facilitating a seminar series that creates structured opportunities for dialogue, knowledge sharing and networking among Nordic stakeholders working on climate adaptation. Four thematic events bringing together stakeholders from different sectors and governance levels, including public authorities, financial and business actors, researchers and practitioners.

The overall aim of the seminar series is to jointly address complex climate adaptation challenges, exchange best practices and promote more coherent and coordinated adaptation efforts across the Nordic region. The seminars are designed as a coherent learning pathway, moving from climate risk identification to implementation of solutions and the monitoring of adaptation progress.

The seminar series consists of four events taking place during 2026–early 2027, each addressing a key dimension of climate adaptation in the Nordic countries: 

  • Building Nordic capacity for climate risks and national preparedness
    Focusing on climate change vulnerability and risk assessments (CVA) and shared challenges specific to the Nordic context. 
  • Climate risks in the financial sector
    Exploring how climaterelated risks affect financial stability, investment decisions and longterm economic planning, and how financial actors can support adaptation. 
  • Nordic adaptation in action: managing transboundary climate risks
    Highlighting practical approaches to managing climate risks that cross national borders, with a focus on sharing Nordic experiences and best practices. 
  • Tracking climate resilience in the Nordics
    Exchanging experiences on monitoring and evaluating progress in climate change adaptation and reducing vulnerability across the Nordic countries. 

Prior to the first seminar, stakeholder interviews and a participant survey will be conducted to help shape the content of the events. The outcomes and lessons learned from the seminars will be made publicly available and integrated into the NCAP knowledge base, supporting future policy development and practical climate adaptation work.

“A great deal of highquality climate adaptation work is already being carried out in the Nordic countries, but knowledge and methods are often fragmented. Joint discussions help to focus efforts on what truly strengthens the Nordic region’s collective capacity to cope with climate change impacts. Sweco has extensive experience in Nordic climate risk assessment, adaptation planning and facilitating complex stakeholder processes. Climate change adaptation is a central element of both EUlevel and national climate policy. The EU Adaptation Strategy and national climate legislation guide Member States towards a climateresilient Europe by 2050. While the Nordic countries have made significant progress in adaptation, there is still no harmonised Nordic approach to assessing and managing transboundary climate risks. NCAP addresses this gap by strengthening collaboration structures and supporting the development of shared Nordic solutions.
