Published January 14, 2026

The main building of the National Archives of Finland, located in the Kruununhaka district of Helsinki, is set to a major renovation that brings together cultural heritage values and the needs of a modern working environment. Sweco serves as the project management expert for the renovation and is responsible for the structural and building services engineering design in collaboration with other leading specialists.

The nationally significant, protected building includes sections dating back to 1890, with extensions completed in 1928 and 1972. The most recent full renovation took place at the turn of the 1960s and 1970s. In this comprehensive refurbishment, technical building systems will be upgraded, façades restored, roofs and courtyard areas repaired, and historically valuable interiors conserved. The renovation will also introduce a shared working environment for five government agencies.

Sweco is responsible for the project’s overall project management, construction supervision and cost control. The project is being implemented as a collaborative project management contract and is currently in its development phase, carried out jointly with the client, designers and the project management contractor.

“The development phase, which began in the autumn, has started very well, and design work has continued in close cooperation with the project management contractor. We are moving forward with confidence as we prepare for the production phase set to begin in the spring,” says Teemu Meriluoto, Business Area Director, Project Management and Construction Management at Sweco.

In addition, Sweco is responsible for the project’s structural, HVAC, automation, energy, lifecycle and lighting design.

“The renovation of the National Archives is an exceptionally demanding project that combines cultural heritage with modern sustainability goals. Sweco’s experts ensure that the solutions support both user needs and the building’s long-term performance,” says Jouni Ylhäinen, Division Director, Buildings, Sweco Finland.

Construction work is expected to begin in May 2026, with the renewed facilities scheduled for completion in late 2028. Sarc + Sigge Architects are responsible for the principal and architectural design, and NCC Suomi Oy will serve as the main contractor.
