Steady Energy selected Sweco as an EPCM partner for the execution phase of the SMR test facility in Salmisaari, Helsinki

18.6.2025

The test plant produces district heating with a reactor in which nuclear fuel is replaced by electrical heating elements.

The Salmisaari test plant will be executed using the EPCM model, in which Sweco is responsible for the project’s engineering, procurement and construction management. Sweco was involved as an engineering partner already in the preliminary study phase of the project. When completed, the plant will be Finland’s first full-scale test facility for a small nuclear reactor. The heat produced during the tests will be transferred to Helen’s district heating network.

“With the test facility, we will demonstrate the functionality of the reactor’s most important safety functions, the residual heat removal system, in full scale. At the same time, we minimise cost and schedule risks before the reactor is commercialised,” says Antti Teräsvirta, Head of Process Engineering at Steady Energy.

“It is great to continue the successful cooperation from the pre-planning phase to the execution phase. This project combines our experience in the engineering and project management of nuclear power plants. District heating accounts for about half of all heating produced in Finland, and with this work, we are expanding the options for producing district heat without fossil fuels,” says Tuomas Salminen, Division Director, Industry and Energy, Sweco Finland.
