Construction Product List supports new regulatory requirements

Finland’s new Building Act entered into force on 1 January 2025 and introduced new requirements for construction sector stakeholders. The regulation concerning climate reports and construction product lists entered into force on 1 January 2026. From that date onwards, a construction product list is required for projects covered by the regulation.

A construction product list consolidates up-to-date information about the products and quantities used in a construction project. It also includes, at a minimum, information at the level of the main drawings on the products used in site, structural and spatial components.

By documenting construction products in a consistent format, the list can improve the availability and comparability of project information. It can also support the assessment of a building’s carbon footprint when combined with appropriate emissions data and calculation methods.

Supporting more informed material comparisons

The constrauction product list brings material choices together in a standardised format. This may make it easier to compare products based on relevant criteria, such as:

  1. product quantities and applications;
  2. available environmental information;
  3. carbon footprint data;
  4. durability and maintenance requirements;
  5. reuse and recycling options; and
  6. other project-specific technical and environmental criteria.

The list itself does not determine which material is the most sustainable. The environmental performance of a product depends on factors such as its manufacturing, transport, service life, maintenance, end-of-life treatment and the quality of the data used in the assessment.

Information for carbon footprint management

A construction product list can provide a structured basis for collecting information needed for carbon footprint calculations. Reliable results require product-specific or otherwise suitable emissions data, clearly defined system boundaries and transparent calculation methods.

The list should therefore be viewed as an information-management tool. It does not, by itself, reduce emissions or guarantee that a project meets a particular climate target.

Sweco can support construction projects with:

  1. preparing and maintaining building product lists;
  2. organising and structuring product and quantity data;
  3. circular economy assessments;
  4. climate and environmental assessments; and
  5. carbon footprint calculations.

The scope and results of each service depend on the project’s objectives, available data, chosen assessment method and applicable regulatory requirements.
