Project Management in Turku – guiding projects from concept to completion
Turku’s ongoing urban development, infrastructure, and energy projects are becoming increasingly complex and interconnected. The city’s unique environment, shaped by its historic urban landscape, active port operations, industrial investments, and expanding campus areas, creates both opportunities and challenges for project delivery.
Sweco’s project management experts in Turku help clients lead projects successfully from the initial idea through planning and implementation to final handover. Acting on behalf of the client, we coordinate project entities and ensure that objectives, schedules, quality requirements, and costs remain under control throughout the project lifecycle.
Project management in Turku’s evolving project environment
Many projects in the Turku region are carried out in demanding environments where modern development must be balanced with existing operations and heritage values. New construction often takes place alongside historic buildings, busy logistics hubs, active port functions, or operational properties that must remain in use throughout the project.
We support projects such as:
- New construction and renovation projects in dense urban areas
- Major infrastructure projects involving transport routes and traffic arrangements
- Development projects in university, research, and campus environments
- Industrial and energy sector investments
Our local project management team understands the region’s stakeholders, regulatory environment, and working practices. When needed, we complement our local expertise with Sweco’s extensive network of specialists across engineering, design, and advisory services.
Our projects in Turku
Sweco has contributed to a wide range of building, infrastructure, energy, and real estate projects across the Turku region.
Turku Stockmann
The renovation of the Stockmann property in central Turku was a major refurbishment project delivered in phases while the building remained in operation. Sweco acted as construction management consultant and site supervisor throughout both the design and construction phases. In addition, Sweco was responsible for the project’s structural engineering as well as HVAC design, helping ensure smooth implementation and continuity of operations during the refurbishment.
SYK Aurum
Aurum, a joint project of the University of Turku and Åbo Akademi University, brings together research, education, and industry collaboration within the Turku campus area. Sweco served as the project manager throughout the entire project lifecycle, from the project planning phase through completion and the warranty period, and was responsible for construction management and site supervision. Sweco also played a key role in the design phase, providing both structural engineering and HVAC design services for the project.

Turku Ring Road E18
The E18 Turku Ring Road is one of the key infrastructure projects in Southwest Finland, improving traffic flow and safety in the region. Sweco acted as the construction management consultant during the procurement, development, and implementation phases of the project. The assignment included, among other things, safety coordination and supervision of the construction works.
Turku Energia
Turku Energia invested in the Itäharju electric boiler plant as part of the transformation of the energy system towards lower-emission solutions. Sweco acted in the EPCM role in the project, responsible for project management, coordination of design, and supervision of implementation.
Our Services
The role of project management is to ensure that project objectives, schedule, and budget remain under control throughout every stage of the project lifecycle.
Project preparation and development phase
We help clients define project objectives, evaluate implementation alternatives, and prepare investment decisions. At this stage, we establish a solid foundation for a realistic schedule, cost framework, and delivery model.
Construction management and project management
Acting as the client’s representative, we oversee and steer the project as a whole. We coordinate the work of the project organisation, manage contracts, and ensure that the project progresses according to the agreed schedule.
Cost, schedule, and risk management
We continuously monitor the project’s financial performance and progress against schedule. At the same time, we identify potential risks at an early stage and provide up-to-date information to support informed decision-making.
Procurement and delivery management
We support clients throughout tendering processes, contract negotiations, and contractor management. Our goal is to ensure smooth collaboration between designers, contractors, and the client throughout the construction phase.
Commissioning and project close-out
We ensure a controlled transition from construction to operation. We also make sure that project documentation, inspections, testing, and handover activities are completed systematically and efficiently.
Project management approach
Project management is, above all, about practical leadership in the day-to-day management of a project. Our approach is based on clear processes and transparent ways of working that keep project teams aligned, organised, and focused throughout the project lifecycle.
In building and infrastructure projects, circumstances can change rapidly. Our experience across projects of varying sizes and complexities enables us to identify critical issues early and maintain control of project delivery even when changes occur.
