New Building Act 2025 – Services for sustainable construction
The new Building Act, which will enter into force at the beginning of 2025, will bring significant changes to the construction sector. The new Building Act requires, among other things, that a climate report and a material description be drawn up when applying for a building permit. Examples of changes brought about by the New Building Act
As-Built model
During the construction project, the designer must update the plans to correspond to the changes that have taken place. The plans shall be submitted in a machine-readable format as an as-built model. The special designer shall submit the updated special plans to the principal designer and the building designer. It is the building owner’s responsibility to keep the as-built model up to date in connection with modifications.
Climate report
Buildings must be designed and built to be low-carbon, as required by their intended use. The low-carbon nature of the building is reported in the climate report for the construction license, which is prepared and coordinated by the main designer of the site. Anyone undertaking a construction project must ensure that a climate report is prepared as part of the final review. The climate report requirement will enter into force on 1 January 2026.
Construction product catalogue
A list of construction products is drawn up for the construction license and supplemented by the final inspection of the building as the information is revised. It contains information about products at the construction site and their quantities. The list of construction products shall contain known information, at least at the level of the main drawing, on the construction products contained in the area, and structural and spatial elements used in the building and on the construction site.
