Sweco selected as Owner’s Engineer & consulting partner for Vetyalfa’s plant projects

25 May, 2026

Sweco and Vetyalfa have signed a framework agreement for Owner’s Engineer and consulting services, strengthening their cooperation in the development of hydrogen plant projects.

Sweco will act as the client’s technical advisor, supporting the development of projects with a multidisciplinary team. The role includes providing strategic guidance in engineering, procurement and permitting, as well as ensuring that solutions are technically feasible and aligned across the project.

The collaboration builds on Sweco’s involvement in the earlier project development phase. Working as one integrated team with Vetyalfa, Sweco supports decision-making by creating a comprehensive view of key technical solutions and project requirements. The scope of work includes coordination of design, support in developing the operating strategy, and further definition of technical solutions and cost structures. The partnership ensures that design solutions are implementable, well-integrated and form a reliable basis for further project development.

Vetyalfa is developing two green hydrogen refinery projects in Utajärvi, Finland, based on renewable electricity. The projects also explore downstream processing of hydrogen into synthetic fuels and other products in response to market demand.

“Through the Owner’s Engineer and consulting model, we support our client as a strategic partner. We ensure that the project has a solid financial foundation and that technical solutions progress in a controlled and consistent manner, considering the overall picture. This creates the conditions needed for the next phases of the project. We are also contributing to the development of hydrogen refining in Finland,” says Tuomas Salminen, Division Director, Industry and Energy, Sweco Finland.

The agreement strengthens the long-term partnership between the companies and supports the continued development of the projects towards their next phases.
